Microsoft Exchange Notifications Broker Service is designed to run for very short period (eg 30 seconds) on OS boot and then stop. Hence we may see alerts for a service which is configured to run automatically on boot, but is in stopped state in monitoring tools (eg Zabbix) or in Server Manager.
In case of monitoring tool use tool specific ways to disable the alerts for this service. In case of "Server Manager" unselect "Microsoft Exchange Notifications Broker Service" service in detailed service view of server manager.
