How to Create Users and Assign Intune Licenses

Description

To manage devices using Microsoft Intune, you first need to create users in Microsoft 365 (or Azure AD) and assign them licenses that include Intune. Without a license, users will not be able to enroll their devices.

Purpose

Creating users and assigning the correct license ensures that they are recognized by Intune and are eligible to enroll devices, receive policies, and access apps.

Steps

A. Create a User

  1. Sign in to Microsoft 365 Admin Center using your global admin credentials.
  2. Go to Users > Active users.
  3. Click on + Add a user.
  4. Enter details like name, username, and password settings.
  5. Under Product licenses, enable the appropriate license (see below).
  6. Click Next and then Finish adding.

B. Assign License to an Existing User

  1. Go to Users > Active users.
  2. Click on the user's name.
  3. Click Licenses and apps.
  4. Check the license box (see below).
  5. Click Save changes.

License Details

The following Microsoft licenses include Intune:

  • Microsoft 365 Business Premium – Recommended for small/medium businesses.
  • Enterprise Mobility + Security (EMS) E3/E5 – Focused on security & management.
  • Microsoft 365 E3/E5 – Includes full Office suite, EMS, and Intune.
  • Microsoft Intune (standalone) – For device management only.

For trial accounts, you will likely use:

  • Microsoft 365 Business Premium Trial – Comes with 25 user licenses and includes Intune.

Real-world Example

A company creates users for its IT and HR teams and assigns them Business Premium trial licenses. These users then enroll their Windows and Android devices into Intune to test policy enforcement and app deployment.

Notes

  • Without a license that includes Intune, users will get an error during device enrollment.
  • Licenses can also be assigned using Azure Active Directory (Azure AD) or via PowerShell.
  • Always double-check that “Microsoft Intune” is listed in the license details before assigning.
