It was observed that vCenter 7 failed to boot. Restarting VM many times did not help. Restarting services by using Restart services in vCenter also did not help. Finally it was found that vCenter is not booting due to lack of Internet connection. Once Internet connection was restored vCenter booted properly. Thus, need to be careful while deploying vCenter in air-gapped networks.
